Acts 3:22
Acts 3:22 For Moses truly said unto the fathers, A prophet shall the Lord your God raise up unto you of your brethren, like unto me; him shall ye hear in all things whatsoever he shall say unto you.

Many of the great prophets spoke to the people saying "Thus saith the LORD..." (Isaiah 10:24, Jeremiah 9:15, Ezekiel 20:27, Zachariah 1:3, etc...).
Jesus appeared to be the prophet spoken of in Deuteronomy 18:18.
" I will raise them up a Prophet from among their brethren, like unto thee, and will put my words in his mouth; and he shall speak unto them all that I shall command him."
This prophet does not have to say "Thus saith the LORD" but has the right and obligation to speak as God.
